About Mr. Bernas & Dr. Bott

Jay Bernas, PE has more than 30 years of experience in engineering, financial strategy, and utility management. Jay is the General Manager/CEO of the Hampton Roads Sanitation District (HRSD), the 14th largest wastewater utility in the U.S. He leads a large workforce of dedicated wastewater professionals with a people first philosophy. Jay holds a Professional Engineer license and earned his MBA from William & Mary.

Charles Bott, PhD, PE, BCEE joined HRSD in 2009 and is the Chief Technology Officer. He manages technology innovation and research and development for HRSD’s wastewater treatment plants and interceptor system. Charles is also an Adjunct Professor in the Departments of Civil and Environmental Engineering at Virginia Tech and Old Dominion University and in the Department of Civil and Water Engineering at Université Laval (Quebec, Canada). He has a Bachelor’s degree in Civil Engineering from the Virginia Military Institute, a Master’s degree in Environmental Engineering from the Johns Hopkins University, and a Ph.D. in Civil and Environmental Engineering from Virginia Tech.
